Divide the percent by 100. So 75% divided by 100 is 0.75. That’s not a whole number. But 100% divided by 100 is 1—a whole number!

So the rule is simple: only percents that are multiples of 100% become whole numbers. 100% = 1. 200% = 2. 300% = 3. And so on.
